Heat the oil in a large pot.
Add the diced onions and simmer until soft.
Add the minced garlic and simmer for about 2 minutes.
Add the ground beef and break apart into small pieces.
Cover with water and simmer for about 1 hour 15 minutes until the mixture has reduced to about half.
Add the remaining ingredients and simmer for about 45 minutes.
Add the butter to a small sauce pan and let melt.
Add the flour and stick until it thickens.
Add the milk, salt/pepper, and sour cream. Stir until combined and simmer for about 5 minutes.
Add the cheddar cheese a little at a time and mix until melted.
Heat the oil to 350F.
Place the hotdogs in the oil and cook for 2 minutes. Keep an eye on them as they cook fast!
Remove the hotdogs from the oil, place in the buns and top with the chili and cheese sauce.
